Every load you take in has to reach Defra within two working days.

What changes on 1 October
Paper waste transfer notes are being replaced by a central digital record. If you hold a permit for a site that receives waste in England or Wales, every load you take in has to be entered into Defra's Digital Waste Tracking service.
The window is two working days
Counted from the day after you receive the load, excluding weekends and bank holidays. A load that lands at 9am on Monday has to be filed by 11:59pm on Wednesday.
It's every load, not a monthly return
There is no end-of-month catch-up. Each load is its own record, with its own clock.
It sits on top of what you already do
For now, your existing consignment notes, transfer notes and quarterly returns carry on exactly as they are. This is additional work, not a replacement.
There is enforcement behind it
Compliance notices, a £1,000 fixed penalty, variable penalties with no upper limit — and ultimately your permit. Most operators we speak to haven't been told any of this.
